Recalculate flood risk status

Sub-catchment flood risk is automatically calculated by the system on 28^th of each month but can also be recalculated at any time by a manage user in that Area. A recalculate flood risk button is available in the command bar for managers.

This should only be done if you know something has changed, such as the number, severity or 3^rd party impact of the floods related to the sub-catchment.
